The result
One new 12-ounce can of GE expanding foam, purchased for about $11 at Walmart, completely filled the $7.99 pedestal bowl and the larger $5.99 handled bowl to the desired shallow depth. Only a small amount remained for the $3.99 galvanized container.

Cost in context
The foam is the limiting consumable. Moss, gravel, glue, flowers, and the small saw have substantial material or useful life remaining for several more worlds.
Treat the saw as a reusable startup tool and divide bulk supplies across multiple projects. Actual foam yield will vary with the container, depth, temperature, technique, and the product selected.
